The draft law on improving public electronic registers may regulate the field of lotteries and gambling. The relevant recommendation was submitted by the Committee on Digital Transformation to the Verkhovna Rada of Ukraine. The Committee on Digital Transformation recommended that the Verkhovna Rada of Ukraine adopt as a basis the government's draft Law of Ukraine "On Amendments to Certain Laws of Ukraine on Improving the Functioning of Public Electronic Registers in the Field of Organization and Conduct of Gambling and in the Lottery Sphere".
The draft law is aimed at bringing legislative acts in the field of organization and conduct of gambling and lottery in line with the requirements of the Law of Ukraine "On Public Electronic Registers", and also aims to optimize registers in the field of organization and conduct of gambling and lottery as part of a single transparent information environment of Ukraine.
According to Taras Melnychuk's TG Channel, the draft law proposes the following changes:
- To amend the Laws of Ukraine "On State Regulation of Activities on Organization and Conduct of Gambling" and "On State Lotteries in Ukraine" in terms of defining the provisions stipulated by part two of Article 26 of the Law of Ukraine "On Public Electronic Registers";
- Optimize registers.
The following registers are being merged to save budgetary funds:
- Register of gambling organizers in casino gambling establishments,
- Register of organizers of casino gambling on the Internet,
- Register of organizers of betting activities.
At the same time, it is proposed to merge the Register of Organizers of Gambling in Slot Machine Halls and the Register of Organizers of Poker Games on the Internet into the Unified Register in the field of organization and conduct of gambling, which will contain comprehensive information about gambling organizers, gambling establishments, gambling equipment, websites through which gambling is organized and conducted on the Internet.
In addition, the Unified Register will contain information on business entities that have the right to carry out activities to provide services in the field of gambling, the licence for which is issued by KRAIL in accordance with the requirements of the Law of Ukraine "On State Regulation of Gambling Activities".
In addition, it is proposed:
Merging the Unified Register of State Lotteries and the License Register in the Lottery Sphere into the Unified Register in the Lottery Sphere, which will contain complete information on state lottery operators and information on state lotteries launched by them.
