An employee of the Western Territorial Department of ARMA could not access the judicial register without the approval of the central apparatus, and therefore her actions in the case of "leaking" information about the search could be part of a larger scheme. This opinion was expressed in an exclusive commentary to UNN by a former ARMA employee, Vladyslav Romanov.

It recently became known that an employee of the Western Interregional Territorial Department of ARMA is suspected of unauthorized dissemination of information with limited access. We are talking about data on the decision to search the premises of the territorial department itself. According to the investigation, the official, having learned about the investigation, informed the management.
As Vladyslav Romanov explained, the functionality of territorial departments does not provide for regular work with the judicial register.
"The functionality of the territorial department of ARMA does not provide for active use of the judicial register. This register can be used in the framework of the function of searching for an asset, but as of today, this function is carried out only in the central apparatus," he said.
According to him, today the function of territorial departments is reduced to a technical one - they receive a task from Kyiv to go to inspect the seized asset, photograph it, briefly describe it and transmit the information to the central apparatus.
Romanov explained that even if an employee of the territorial department needs to access the judicial register, it is possible only after согласования with the central office.
Access to the register is not available to all employees, but only to those with the status of an authorized person of ARMA. This status is given in the central apparatus. Next, the territorial department writes a justification to the central apparatus as to why a specific employee needs access. If the justification is normal, it is agreed upon
Therefore, in his opinion, the investigation should check on what basis this official was granted access to the register.
"Obviously, the employee of the territorial department did not have the function of checking the register for possible searches in the territorial department. This means that the person definitely exceeded his authority, but whether she acted independently or on the instructions of the investigation must establish," Romanov stressed.
If it is proven that the official acted on the instructions of the management, then we will be talking about a systemic violation of the law. At the same time, he noted that many employees of the agency may be forced to carry out dubious or even illegal instructions from the management for fear of losing their jobs during the war.

The coordinator of the work of the Western Territorial Department is the Deputy Head of ARMA Stanislav Petrov. He is directly accountable to the head of the agency, Olena Duma, who, according to experts, has completely concentrated the activities of ARMA in her hands, and nothing happens in the agency without her knowledge does not happen. Therefore, experts consider it necessary to check the entire likely vertical of decision-making in order to bring to justice not only the perpetrators, but also the organizers of the scheme, if any proven.
