Flooding of the capital's subway tunnels: subway officials have been notified of suspicion

In the case of flooding of the tunnels between Demiivska and Lybidska stations in the Kyiv subway, subway officials have been notified of suspicion of official negligence, the Kyiv City Prosecutor's Office said on Tuesday, UNN reports.

"Two officials of Kyiv Metro - the head of the service of track, tunnel structures and buildings and the chief engineer - were served with a notice of suspicion of official negligence that led to grave consequences (part 2 of Article 367 of the Criminal Code of Ukraine)," the prosecutor's office said.

The pre-trial investigation, as noted, established that "improper performance of official duties by these employees led to depressurization of the tunnel, cracks in the walls of the tunnel and its subsequent flooding on the Kyiv metro section within the Obolon-Teremkivska line.

"Officials did not inspect the tunnels, examine and monitor weakened structures and facilities, which led to water entering the tunnel on the stretch between Demiivska and Lybidska metro stations, the appearance of formations (stalactites), leaching and violation of the integrity of the waterproofing of the metro tunnel for a long time. The consequence of these actions was the gradual destruction of individual elements of the tunnels," the prosecutor's office said.

As a result, according to the prosecutor's office, the city budget suffered losses of more than UAH 138.5 million between December 2023 and March 2024 alone. Due to the closure of metro stations, Kyiv Metro lost almost UAH 26 million in revenue. 

It is noted that the above amounts of losses are not final and are subject to change, as repairs to the metro tunnel between Demiivska and Lybidska stations are still ongoing.

"The investigation is establishing and collecting evidence against other officials of Kyiv Metro and KCSA, whose negligence led to the above consequences," the prosecutor's office said.
