The Ministry of Culture and Strategic Communications of Ukraine stated that the construction of a hotel near the grave of Tzadik Nachman in Uman, a place of pilgrimage for the Jewish community, is illegal. This was reported by UNN.
The IACC emphasizes that “The Tomb of Tzadik Nachman at 1 Hryhorii Kosynky Street in Uman, Cherkasy Oblast (protection number 4606-Ck) is listed in the State Register of Immovable Monuments of Ukraine and is under state protection. Any construction in its protection zone should be carried out exclusively in compliance with the Law of Ukraine “On Protection of Cultural Heritage”
As noted, the Ministry of Culture, by a letter dated October 30, 2024, refused to approve the project documentation for the construction of a five-story hotel in Uman due to the non-compliance of the architectural decisions with the requirements for the protection of cultural heritage.
The ICCC emphasizes that these land plots fall within the protection zones of the State Historical and Architectural Reserve “Old Uman” and within the historical and cultural center of the Bratslav Hasidim, as well as within the boundaries and modes of use of the historical area of Uman (central city historical area). New construction in these zones is possible only in exceptional cases and only according to projects developed on the basis of historical and urban planning justification. Construction, excavation, and landscaping that violate the principles of preserving the monument and the traditional character of its environment are prohibited in the protection zones.
“The ICCC, together with the Cherkasy Regional Military Administration and other state authorities involved, will continue to take the necessary measures to stop illegal work in the protected zone of the historical monument,” the Ministry of Culture said.
