The Ukrainian authorities and international partners are working to strengthen the BES. Therefore, by the end of June 2024, it is planned to adopt a law establishing a legal framework for the BES to make it more effective. This is stated in a memorandum on financial and economic policy published on the IMF website, UNN reports .
Recognizing the importance of strengthening compliance control and detection of financial and economic crimes, the authorities will adopt a law (Proposed structural indicator, end of June 2024)
"To avoid a return to the weak pre-war investigative practices, the revised BES law clarifies its powers and scope of investigative authority, focusing on major economic crimes and strengthening its analytical capacity."

The law in question should establish a legal framework for the BES, which will allow, first, to develop an open, transparent and competitive process for the selection of management and staff.
Second, it should strengthen the requirements for the selection of the commission.
Thirdly, to introduce a contractual system for employees, as well as to develop a mechanism for staff certification.
The law will also ensure that the administrative capacity of the relevant services to effectively combat violations in the tax and customs areas is preserved.
At the same time, the existing separation of investigative powers of the National Anti-Corruption Bureau and the BES will be preserved, and any potential overlap will be prevented.

On January 28, the Verkhovna Rada approved the creation of the Bureau of Economic Security, which liquidates the tax police and deprives the SBU of the ability to deal with economic crimes.
