Defense Minister Rustem Umerov is confident that the new State Logistics Operator will allow Ukraine to get rid of Soviet, oligarchic and "skin in the game" approaches to public funds. He said this at the presentation of the DOT, which will deal with non-defense procurement on December 18, UNN reports citing the We Are Ukraine channel.

"The problem with unfair procurement for the defense sector has been going on for decades. It is important to put an end to this story because it is one of the pillars of our victory. Ukraine has to get rid of Soviet, oligarchic and 'skin in the game' approaches to public funds. Our soldiers prove every day with their lives that our country has changed. We, the Ministry, must prove by our actions and results that we have changed this "sovietness". Ukraine has clearly and unequivocally declared its movement towards joining the North Atlantic Alliance, so it is important that all processes are compatible with NATO principles," Umerov said.

Umerov added that the new system will have several levels, each with a specific function. For example, the Defense Ministry will be responsible for writing and controlling the rules, while procurement will be the responsibility of agencies consisting of professionals.
