Ukraine has developed a draft Demographic Strategy of Ukraine until 2040 amid a significant demographic crisis caused by the war, including population decline, forced displacement and a decline in the birth rate, the Ministry of Social Policy reported, UNN reported.

"The Ministry of Social Policy, together with a wide range of experts, the Institute of Demography and Social Studies of the National Academy of Sciences of Ukraine, government agencies, and international partners, has developed a draft Strategy for Demographic Development until 2040," the ministry said.
As stated, as a result of the war, Ukraine faced a deep demographic crisis: a significant number of citizens died, part of the population was deported or forcibly moved to the territory of the aggressor country, a large number of Ukrainians moved abroad, and the birth rate fell critically as a result of the war. Thus, the war has significantly exacerbated all the negative demographic trends that were observed in our country before the full-scale invasion.
Currently, society is looking for different ways to resolve this situation. Against this background, the strategy was developed.
The draft strategy is reportedly a "high-level document that provides a general description of the problems and goals and objectives aimed at solving them." "Once approved by the government, the draft strategy will be supplemented by a detailed action plan to ensure the coordinated implementation of this strategy by all relevant authorities," the agency said.
As of March 28, the Ministry is launching public consultations to discuss this draft. Experts from various fields, the public, and the international community are invited to comment, provide suggestions, and additional analytical data that can strengthen and improve the quality of the document and the effectiveness of its implementation.
Public consultations will continue for the next few months. "After that, the draft strategy finalized based on the results of the consultations will be submitted to the government for consideration," the ministry said.
"The goal of the Ministry of Social Policy is to ensure the formation of a holistic, comprehensive demographic policy that will increase the birth rate, reduce premature mortality and create conditions for the return of migrants to our country, both those who left abroad after the full-scale invasion and those who left earlier, and will help attract the Ukrainian diaspora and ensure the creation of cross-cutting prerequisites for Ukrainian citizens and ethnic Ukrainians to choose Ukraine as a country in which they want to live," the Ministry said.
The draft Demographic Development Strategy until 2040 is available on the website of the Ministry of Social Policy.
