The Verkhovna Rada has supported a draft law that establishes new fines for illegal trade in beer, alcoholic beverages, tobacco products and e-cigarette liquids without state registration or permits.

In the first reading, the Verkhovna Rada supported a bill that establishes new fines for the sale of beer, alcoholic and low-alcohol beverages, tobacco products, and liquids used in e-cigarettes without state registration or without permits. This was reported by UNN with reference to MP Yaroslav Zheleznyak and draft law No. 9364.

"The Rada supported in the first reading the amendments (No. 9364) to increase liability for illegal trafficking of excisable goods," reported Zheleznyak.

According to the draft law, the sale of alcoholic beverages, tobacco products or liquids used in e-cigarettes without excise tax stamps or with counterfeit excise tax stamps will be punishable by a fine of UAH 3.4 thousand to UAH 10.2 thousand, as well as confiscation of the goods and money obtained as a result of the sale.

A fine is also envisaged for such trade without registration or permits. It will range from UAH 17 thousand to UAH 34 thousand with confiscation of trade items and money. For a repeated violation within a year, the fine will range from UAH 34 thousand to UAH 85 thousand.

The fine for violation of the rules of trade in beer (except for non-alcoholic beer), alcoholic and low-alcohol beverages, table wines, and tobacco products will range from UAH 6,800 to UAH 13,600. For a repeated violation within a year, the fine will be from UAH 13.6 thousand to UAH 17 thousand with confiscation of trade items and money obtained as a result of this administrative offense.

It is also planned to introduce administrative liability for illegal trafficking (except for manufacturing) without the purpose of selling excisable goods without excise tax stamps.

Thus, for the purchase, storage, shipment, transportation without the purpose of sale of alcoholic beverages, tobacco products or liquids used in electronic cigarettes without excise tax stamps or with counterfeit excise tax stamps committed in a significant amount, fines will be from UAH 510 to UAH 1700 for citizens (from UAH 1700 to UAH 5100 for repeated actions), and from UAH 1700 to UAH 4250 for officials and individual entrepreneurs (from UAH 10.2 thousand for repeated actions). UAH 10.2 thousand to UAH 17 thousand).

The draft law proposes to authorize the Bureau of Economic Security to draw up protocols on administrative offenses in the field of illegal trafficking of excisable goods.
