Syria and Russia have signed a memorandum of understanding on reorganizing Moscow's presence on the Syrian coast. This is reported by the Syrian state agency SANA, according to UNN.

It is noted that the document, in particular, provides for the transfer of civilian facilities to the administration of the Syrian state and the conversion of Russian military bases into joint training centers.
The agreement is the result of a year and a half of intensive negotiations led by Syria's Ministry of Foreign Affairs and Expatriates, and regulates the future status of Russian facilities in Hmeimim and Tartus
Under the memorandum, Syria will assume control of facilities designated for civilian use, including Hmeimim Airport and the fourth commercial berth at the port of Tartus. The parties also agreed to review the role of facilities currently used for military purposes, while Russian military bases will be converted into joint training and qualification centers.
"The Ministry of Foreign Affairs called the agreement the most important development since the start of the negotiations, ... stating that it paves the way for a new stage in Syrian-Russian relations," the publication writes.
