Russian President Vladimir Putin has arrived in Kazakhstan on a state visit. As Putin's plane approached Astana, other vessels circled Kazakhstan. The program of Putin's visit includes high-level talks. The appearance of the Russian dictator in Astana coincides with the CSTO meeting, in which Kazakhstan chairs. According to Russian newspapers, "Your Excellency" was addressed to Putin on welcome banners in Astana, in accordance with the protocol of the president's state visit. It is also reported that Putin met with President of Kazakhstan Tukaev for planned talks: both will discuss "a wide range of issues, in particular bilateral cooperation, regional and international issues.
