It is expected that the President of Ukraine will present the Resilience Plan as part of his annual address to the Verkhovna Rada. There are currently no further details on the content of the expected statement by the head of state.
At the same time, it is known that the Resilience Plan is aimed at strengthening Ukraine internally.
The information about it appeared in early November from President Zelensky himself. The Resilience Plan was a kind of continuation of Zelenskyy's Victory Plan , which, in turn, mainly provides for steps to be taken by foreign partners and the international community to achieve a just and sustainable peace.
It is known that the Resilience Plan is not only about the frontline and weapons, but also about energy, finance, human capital, communities, culture, social unity and the politics of heroes

It is also expected that the Resilience Plan will include changes in approaches to mobilization and recruitment of persons liable for military service.
