Politico: NATO considers new €70 billion funding package for Ukraine

NATO is considering allocating 70 billion euros in aid to Ukraine through a new mechanism. Germany's proposal regarding cost-sharing will be presented at the summit in Ankara.

NATO countries are considering a new military funding commitment for Ukraine totaling 70 billion euros, which will be presented during the alliance summit in Ankara next month, Politico reports, citing four NATO diplomats, according to UNN.

The proposal, circulated by Germany last month, would include a new mechanism to increase transparency regarding the funding of Ukraine, diplomats said. This comes amid complaints from some countries that they are disproportionately bearing the costs of supporting Ukraine.

"The key is to make a firm commitment (at the summit) in Ankara to continue crucial support for Ukraine on a sustainable and more equitable basis," a fifth senior NATO diplomat added.

European countries allocated 2 billion euros in monthly military aid to Ukraine from January to April, according to a report published by the Kiel Institute think tank on Thursday, which is slightly less than the 2.4 billion euros monthly they donated during the same period in 2025. The report recorded no US military aid during this period.

Support for Ukraine is expected to be one of the key issues addressed at the NATO leaders' summit on July 7-8.

A NATO official, speaking on behalf of the organization, told the publication: "Discussions are ongoing on how we will continue NATO's strong support for Ukraine and ensure a fairer burden-sharing."

Ukraine's Ambassador to NATO Alyona Getmanchuk told the publication that any new commitments should focus on Ukraine's priorities, such as air defense, investment in drone and missile production, and long-range ammunition.

"Until effective security guarantees become available for Ukraine, we can only rely on financial guarantees provided by our partners," she said.

"After the rejection of Rutte's proposal to allocate 0.25 percent of their GDP to Ukraine last month, allies are now considering the German initiative. But discussions remain at an early stage," three diplomats said. A meeting of NATO defense ministers later this month reportedly provides an opportunity to reach an agreement.

The new target funding amount will not consist entirely of new funds. According to the proposal, 30 billion euros would come from the already agreed two-year EU loan to Ukraine of 90 billion euros, two diplomats said, while an additional 40 billion euros would be allocated through bilateral commitments.

"This is natural, as most NATO allies are also EU members," said a sixth senior NATO diplomat. "It would be unfair if they were asked to contribute twice."

However, some are concerned that countries may feel less need to donate on their own if they can rely on EU funds.

"It is important now that European countries, in particular, do not view this 90 billion euro loan as something that replaces bilateral support," Swedish Foreign Minister Maria Malmer Stenergard told the publication late last month. "Adding bilateral support to this loan is absolutely essential."
