Orban said political leadership from the U.S. is limited because of the ongoing election campaign.
"Therefore, we cannot expect him to make any such proposal in the coming months. We must take into account that speaking with a European initiative is in line with the spirit of European strategic autonomy," Orbán says in the document.
In addition, Beijing told Orban that it considers itself an "honest broker.
