"The Defense Procurement Agency of the Ministry of Defense of Ukraine has announced the second stage of the framework agreement for the purchase of unmanned aerial vehicles. Tenders for the purchase of 3,000 DJI Mavic 3E and 1,000 DJI Mavic 3 Thermal UAVs, including additional equipment, have been posted in the Prozorro system. This is a fifth of the 20,000 drones to be purchased under the deal, but the volume may increase.

The Prozorro system published 15 tenders for the supply of 200 DJI Mavic 3E unmanned aerial vehicles (3000 units in total) and 5 tenders for 200 DJI Mavic 3 Thermal unmanned aerial vehicles (1000 units in total). The expected value of the procurement is calculated based on the price of 133 thousand UAH for one Mavic 3E and 198 thousand UAH for one Mavic 3 Thermal (excluding VAT).
In order to supply as many drones as possible to the Armed Forces, it is important to spend resources as efficiently as possible. And the use of Prozorro will allow us to ensure competition among suppliers and get the best prices in these procurements
According to the Ministry of Defense, dividing the procurement into separate selections of 200 drones will allow more suppliers who cannot provide the entire required number to participate and expand the supplier base. It will also help diversify sources of supply.
Participation in this procurement is open to all suppliers who have successfully qualified under the framework agreements for the procurement of Mavic 3E and Mavic 3 Thermal UAVs, and they can submit their proposals at any time.
The new framework agreement procedure in the Prozorro system reportedly allows defense customers to conduct competitive procurement without disclosing sensitive information. The system allows to view the bids of the participants and the price received as a result of the bidding, which will ensure transparency and absence of overpayments.
However, information about the terms, places of delivery and other conditions of the procurement, as well as details about the participants and winners, will be available only to these participants and control and appeal bodies.
