Demolition of the Zelensky estate: The Ministry of Culture explained why the building did not have the status of a monument

The Ministry of Culture and Information Policy said that the Zelensky estate , demolished by the developer , did not have the status of a monument because KCSA did not prepare and submit the documents necessary to enter the building into the register. This was reported by UNN with reference to the statement of the ICIP.

Details

Regarding Yevheniy Zelenskyy's House. It is not included in the State Register of Immovable Monuments for one reason only. The KCSA has failed to prepare and submit the accounting documentation necessary to include the building in the List of Cultural Heritage Sites

The Ministry of Culture added that the NGO "Heritage Kyiv" had addressed them with a letter regarding the Zelensky estate on July 18, but almost at the same time the developer almost completely destroyed the building.

However, the ICIP will still immediately consider the submitted accounting documentation at a meeting of the Expert Commission on the Accounting of Cultural Heritage Objects

The agency also pointed to the Barbana estate at 6 Observatorna Street. They say that the Barbans' Residential House is recommended for inclusion in the Register, but the KCSA has been holding up the granting of the monument status for more than six months.

The Ministry of Culture warns that this  threatens to lose another historic building in Kyiv.

In addition, the Ministry of Culture emphasizes that in his post, the Kyiv mayor tries to describe the situation around several cultural heritage sites and makes blatantly false accusations against the Ministry of Culture and Information Policy.

Over the past two years, the Department of Cultural Heritage Protection of the Kyiv City State Administration (KCSA) has submitted to the Ministry of Culture and Information Policy of Ukraine requests to include 817 objects in the State Register of Immovable Monuments, rather than more than 1500

They also explained that, based on the results of the ICIP's processing, 3 orders were adopted to include 242 monuments from the above lists in the Register.

The reason for this decision was that only so many objects submitted by the Kyiv Cultural Heritage Protection Authority had accounting documentation that met the requirements of the law. 

Most of the documents submitted by the KCSA to the ICIP were inaccurately prepared and contained numerous gross errors. These include objects with symbols of the communist and totalitarian regimes

Kyiv Mayor Vitali Klitschko said that the city will sue the developer for the unauthorized demolition of the Zelenskys' estate. The authorities will demand to rebuild the estate and investigate all those involved in its destruction.
