Currently, preparatory work is underway on the land plots allocated for the construction of the National Military Memorial Cemetery. In response to a request, UNN was informed about the details of the process by the State Enterprise "NMMC".

"(...) preparatory works - works on the preparation of the land plot, fencing of the construction site and demolition of buildings and structures, disturbance of landscaping elements within the designated land plot, survey works, works on the construction of temporary industrial and domestic structures necessary for the organization and maintenance of construction, construction of access roads, storage of construction materials, installation of temporary engineering networks, as well as the removal of engineering networks and removal of green spaces," the response says.
During the preparatory period, the work is being carried out by AUTOSPECSYUG LLC, with which the National Military Memorial Cemetery State Institution entered into a corresponding agreement on March 25, 2024. The technical supervision of these works is carried out by Valerii Ivanovych Shumacher, sole proprietor, and the author's supervision is carried out by ENGINEERING HOLDING LLC, with whom the contracts were signed on the same day.
Also on March 29, 2024, NMMC set up a commission to inspect green spaces to be removed during preparatory and/or construction work and cemetery operation. On April 1, the commission signed a report on the inspection of green spaces and an order to remove 55 cubic meters of wood. The removal will be carried out by Avtospetsyug LLC
It should be added that according to of the information in the Prozorro system, UAH 1.42 million was allocated for the preparatory work carried out by AUTOSPECSYUG LLC. The cost of the services is below the threshold, which means that the contract did not require the use of the electronic system. The contract was also not made public. According to information from the You Control system, AVTOSPETSYUG LLC is owned by Oleksandr Pitel. The company was founded in 2020 and provides services in 15 types of activities, including "Other cleaning activities", "Other cleaning activities for buildings and industrial facilities", "Other specialized construction works, n.e.c.", "Rental of trucks", etc.
Valeriy Ivanovych Shumacher, a sole proprietor from Kyiv, is engaged in the field of architecture, as well as engineering, geology and geodesy, and provides technical advice in these areas. According to open data, since 2022, this individual entrepreneur has won 60 times in tenders for technical supervision services, construction supervision services, etc. Most of these tenders were held by the Education Department of the Shevchenkivskyi District of Kyiv. For technical supervision during the preparatory work for the construction of the memorial complex, Schumacher will receive UAH 18,300.
ENGINEERING HOLDING LLC, which carries out copyright supervision, is also registered in Kyiv. It is managed by Oleksiy Karaybida. The LLC has 24 types of activities, including demolition, electrical work, legal activities, construction of residential and non-residential buildings, real estate management, wholesale trade in building materials, activities in the field of architecture, etc. The company is owned by Viktor Klimenko from Sumy region. Since 2016, ENGINEERING HOLDING LLC has won several tenders for design work, including for the National Cancer Institute and the State Enterprise "Olympic Training and Sports Center "KONCHA-ZASPA". For the State Enterprise "NVMK", the company carries out not only works on author's supervision (the cost of works is UAH 10,680), but also design works at the "Preliminary Design" stage (the cost of works is UAH 271,810) and works on adjusting the design estimates at the "Preliminary Design" stage (the cost is UAH 98,000).
