During the discussion of amendments to the draft law "On the Basic Principles of Housing Policy," a number of recommendations were proposed, including the use of dormitories of educational institutions that are to be reduced as social housing. This was reported by the Ministry of Reconstruction, UNN writes.
During the discussions, recommendations for future legislative changes were made, including:
fixing in the legislation a specific percentage of the state or local budgets for the development of social housing stock;
transforming dormitories of educational institutions that are being downsized or reorganized into social housing;
establishing medium- and long-term lease funds at the community level, given the limited capacity of local budgets to buy out real estate;
attracting international donors and charitable foundations to finance housing programs with clear legislative guarantees of targeted use of funds;
amendments to the Tax Code to determine the amount and structure of taxes intended to support state housing programs.
