It depends very much on the nature of the shelling, which we cannot know. If someone told me what kind of shelling and damage to energy facilities would be, I would be able to answer the question whether it (winter - ed.) would be more difficult or easier. But the honest answer is that no one knows what our enemy will do and how successful his attacks will be. Therefore, we need to start from the premise that we must maximize our readiness.
