The Verkhovna Rada failed to vote on a bill that would transfer the administration of the Unified Social Contribution to the Pension Fund of Ukraine. UNN reports this with reference to People's Deputy Yaroslav Zheleznyak.
"There was a bad communication regarding draft law No. 9569, which proposes to entrust the Pension Fund of Ukraine with the administration of the Social Insurance Institution from January 1, 2024. They tried to consider it today, but it was not considered. There was a signal that showed "lack of potential" (212 votes on the scoreboard). Therefore, no, until the Rada has not handed over anything," Zheleznyak said.

This afternoon, Zheleznyak posted the bills that were adopted by the Council today, including bill #9569. Later, Zheleznyak corrected the post, where he removed this project from the list.
The card of the draft law also indicates that during the signal vote (forecasting the results of voting on the agenda item - ed.) it was supported by 212 people's deputies.

According to the law: "enrollment of policyholders, ensuring the collection and accounting of insurance funds, control over the completeness and timeliness of their payment, maintenance of the State Register of mandatory state social insurance, including personalized records of information about insured persons, is carried out by the Pension Fund of Ukraine, in accordance to legislation".
Previously, tax authorities had such powers.
The explanatory note indicates that the function of administration was initially assigned to the Pension Fund. The EUV was paid specifically to his accounts, after which these amounts were distributed among social insurance funds.
"In March 2013, the Ministry of Revenue and Duties was established, which took over the function of the administration of the EUS. In May 2014, the State Fiscal Service of Ukraine, created as a result of the reorganization of the Ministry of Revenue and Duties, took over the function of the administration of the State Fiscal Service of Ukraine," the document states.
