In January, the summit of the heads of the EU member states is to take place, and they are expected to decide that Ukraine will become part of the EU's seven-year budget, and thus the Ukraine Facility program will be launched, for which we are preparing a reform plan. Ukraine will receive tranches of aid directly to the state budget after fulfilling the conditions of this plan
According to her, there is little doubt that this support package will be approved by the European Council.
The main question is when we will be able to receive the first tranche. We may have a rather difficult period in the first quarter, when funding from all international partners is not yet available, so we expect the EU to approve the issue of providing budget support to Ukraine as soon as possible. If this happens in January, it will be perfect for us
Addendum
The EU summit reached a decision in principle to establish a €50 billion multi-year funding facility for Ukraine, the Ukraine Facility. This was reported by the Ministry of Foreign Affairs of Ukraine and indicated that they expect all the necessary legal procedures to be completed in January 2024
