SBU reports new crimes of Russian Central Election Commission head Pamfilova and her subordinates: new suspicions

The heads of the Central Election Commission of the Russian Federation -  Ella Pamfilova and her subordinates who conducted fake "elections" in the temporarily occupied regions of Ukraine - were suspected, the Security Service of Ukraine reported on Wednesday, UNN reports.

"The Security Service has documented new crimes of the head of the Central Election Commission of the Russian Federation, Ella Pamfilova, who is involved in the aggressive war against Ukraine. According to the investigation, the official organized a large-scale falsification of the "results" of illegal elections in the temporarily occupied territories of Kherson, Zaporizhzhia, Donetsk and Luhansk regions in the fall of this year," the SBU said.

According to the SBU, the suspect involved two of her subordinates in the illegal activities - Kremlin political strategist Pavel Andreev, who was appointed a representative of the Russian Central Election Commission in 2021, and his colleague Lyudmila Markina. 

"On the instructions of Pamfilova, they participated in the creation of occupation "territorial election commissions" and the artificial "legitimization" of the fake plebiscite. To do this, both suspects voted for the creation of pseudo-electoral institutions in the occupied part of Ukraine with the involvement of local collaborators," the SBU said.

After the staged "elections," Pamfilova's subordinates, according to the SBU, personally certified the fabricated results of the forced "expression of will."

It has also been established that the head of the Russian Central Election Commission directly organized the financing of the occupation "election commissions," including the "salaries" of their representatives and the cost of producing "ballots," the special service said.

In addition, on her behalf, Andreev created a public appearance of the "electoral process" in the occupied regions of Ukraine, the SBU added.

Based on the collected evidence, the SBU investigators served all three Russian officials notices of suspicion in absentia under the following articles of the Criminal Code of Ukraine:

▪️ ч. 5 of Art. 27 and Part 2 of Art. 437 (planning, preparation, outbreak and conduct of aggressive war committed by prior conspiracy of a group of persons);

▪️ part 5 of Art. 27, part 3 of Art. 110 (encroachment on the territorial integrity and inviolability of Ukraine committed by prior conspiracy of a group of persons).

"Since the defendants are on the territory of the Russian Federation, comprehensive measures are being taken to bring them to justice for crimes against Ukraine," the statement said.

In August of this year, based on SBU materials, Pamfilova was already suspected in absentia for preparing illegal "elections" in the temporarily occupied territories of Ukraine.
