Ukrainian Parliamentary Commissioner for Human Rights Dmytro Lubinets said that the refutation by the Lviv RMA of the allegations of violations in the orphanage means that the authorities do not understand the systemic problems.
He said this during a press conference, according to a UNN correspondent .
The authorities have not even realized that we are looking at a systemic problem. We document violence: sexual, physical, and psychological. We recorded the lack of control over children's health. We have documented violations of children's rights to safe conditions, proper education, and nutrition

On October 31, Lubinets reported that in the children's shelter of the Lviv RMA Children's Service, children were placed in an isolation cell as punishment. It is known that the children were kept there for 5 days.
The very next day, Ivan Sobko, deputy head of the Lviv RMA, and Volodymyr Lys, head of the Service for Children, denied the ombudsman's words.
