The delay in the prisoner-of-war exchange in the "1000 for 1000" format is occurring solely due to Russia's position. This was stated by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, during a telethon broadcast, as reported by UNN.

"The delay is solely due to the position of the Russian side. When I comment on this publicly, I always say that when you have agreed on something with the Russian side, you can never be 100% sure that it will be honored by the Russian side. In fact, the work has not stopped. Working processes and negotiation processes take place every day," Lubinets said.
He noted that the Ukrainian negotiation group completed its work long ago.
"The lists were submitted long ago, and we constantly insist on priority groups that we propose for return first — these are the severely wounded, the critically ill, and those who have been in captivity since 2022," Lubinets added.

A prisoner exchange between Ukraine and the Russian Federation in a 1000-for-1000 format is being prepared. The Ukrainian Coordination Headquarters has already handed over lists of 1,000 individuals for exchange to the Russian side.
