Abuse in obtaining disability: searches are conducted in the MSEC and regional prosecutor's offices

The Office of the Prosecutor General conducts searches in the MSEC and prosecutor's offices on suspicion of illegal disability. There are 523 prosecutors with disabilities in the prosecutor's office, of whom 70% receive special pensions.

The Office of the Prosecutor General is conducting searches of the staff of the Medical Expert Commission and prosecutors' offices in several regions of Ukraine as part of an investigation into abuses of disability. This is reported by the press service of the Prosecutor General's Office, UNN reports.

... as part of the investigation into the facts of unlawful disability by officials, including prosecutors, searches are being conducted at the offices of medical and social expert commissions (MSECs), in medical institutions where illegal certificates and decisions could have been issued, and in prosecutor's offices in several regions of Ukraine 

- the statement said.

Searches are being conducted in several regional prosecutor's offices, hospitals and the Medical Expert Commission, where facts of issuing certificates with signs of falsification were found. Medical records and personal files that may serve as evidence in the investigation were seized. Work is ongoing to establish the chains of people involved.

Investigative actions include interviews with witnesses and verification of the legitimacy of medical reports on the basis of which disability groups were established.

The Prosecutor General's Office noted that there are currently 523 prosecutors with disabilities in prosecutor's offices at all levels, which is less than 6% of the total number of prosecutors and does not exceed 10% by prosecutor's office. A significant excess of this percentage is observed in the prosecutor's offices of Khmelnytskyi (29%) and Cherkasy regions (27%).

Two prosecutors have been assigned group I disability, 328 - group II, and 193 - group III. Among them, 348 or 67% are men, 175 or 33% are women. 386 prosecutors, or 74%, received the initial decision of the MSEC on establishing disability in the period up to 2022.

"According to Article 86 of the Law 'On the Prosecutor's Office', prosecutors recognized as persons with disabilities of groups I or II are entitled to a disability pension in the amount of a seniority pension if they have 10 years of service. 229 prosecutors, or about 70% of those with groups I and II disabilities, receive pensions on such grounds. Almost half of the total amount of pensions paid to these employees on a monthly basis falls on the prosecutor's offices of Cherkasy and Khmelnytsky regions," the prosecutor's office added.

Law enforcement officers eliminated new mobilization evasion schemes operating in different regions of Ukraine. The detainees include officials of medical and social expert commissions and hospitals.
