President Volodymyr Zelenskyy has signed Law No. 11225, which improves the procedure for conducting medical and social expertise. UNN reports this with reference to the card of the document.

The document states that in case if a person applying for a disability determination cannot come to the commission for examination (re-examination) due to health reasons in accordance with the conclusion of the medical advisory commission, the examination (re-examination) is carried out at the place of residence (at home), including at the place of residence in inpatient institutions for the elderly and persons with disabilities, social protection institutions for homeless persons and centers for social adaptation of persons or in health care facilities where such a person is being treated.
At the request of the person, his/her lawyer, legal representative or representative by power of attorney and/or a doctor or rehabilitation specialist in the field of healthcare, whose participation is ensured by the person, may be present at the meeting of the medical and social expert commission.

In case of disagreement with the decision of the first-level MSEC, a person has the right to file a written complaint to the second-level medical and social expert commission within one month after receiving the conclusion. The first-level medical and social expert commission that conducted the examination sends all available documents for consideration to the second-level medical and social expert commission within three days after receipt of the relevant complaint, which re-examines the person and makes a decision within one month from the date of submission of the said documents.
It is noted that the decision of the second-level medical and social expert commission may be appealed within one month to the body designated by the central executive body responsible for the formation of state policy in the field of health care.
The decision of the medical and social expert commission may be canceled as part of an appeal to a higher-level medical and social expert commission.
This Law shall enter into force on the day following the day of its publication.
