Ukraine has introduced a new permitting system for waste management that requires companies to meet certain performance standards. The reform, aimed at controlling waste disposal and aligning with European directives, allows for online permit applications through the Ecosystem.

Ukraine is introducing a permit system for waste treatment operations, the Environmental Ministry said on Tuesday, UNN reports.

Only companies that receive the appropriate permits will be able to operate in this sector and dispose of or recycle waste. This means that it will be confirmed that they meet the established requirements, have the necessary material and technical base and qualified personnel, and their activities will not harm people and the environment, the ministry said.

To continue the waste management reform, as indicated, the Cabinet of Ministers approved the Procedure for issuing such permits.

In fact, for 25 years, there was no relevant permitting system in Ukraine. Only hazardous waste management, for which licenses were issued, was controlled. Landfills, for example, did not receive permits due to the lack of an approved procedure. The country has had to develop such a document since 2016

- said Ruslan Strilets, Minister of Environmental Protection and Natural Resources.

According to him, this situation led to unauthorized dumping and disposal of waste in settlements. At the same time, Ukraine's European integration movement and, as one of the conditions, waste management reform require a proper response and the establishment of clear rules for all market participants.

As noted, the Procedure implements the provisions of the European Directives on waste, on waste disposal, and on industrial emissions (integrated approach to pollution prevention and control).

In order to simplify the procedure for obtaining a permit for enterprises, the Ministry of Ecology has developed a corresponding service on the EcoSystem. So you can now apply online.

It was also noted that the government gave businesses time to adapt to the new working conditions: it provided an opportunity to obtain documents for waste treatment operations on a declarative basis.

According to the approved changes:

▪️ until January 9, 2024, business entities can submit declarations on the Diia portal;

▪️ from January 9, you have 5 months to collect all documents and obtain a permit.
