In 2024, 6,000 Ukrainians have already received a voucher for training to acquire a new profession or improve their professional level at public expense - in total, the state paid UAH 42 million for this. This was reported by the Ministry of Economy, UNN writes.
"One of the problems caused by the war is structural unemployment. Today we have many Ukrainians in the labor market who cannot find a job because their skills do not meet the needs of employers. That is why we give people the opportunity to receive a voucher for training and learn a new specialty that is more relevant to the labor market or improve their professional level at public expense. In the first three months of this year, 6,000 Ukrainians have already taken advantage of this opportunity. The state has financed their training to the tune of UAH 42 million," said Yulia Svyrydenko.
Among the most popular professions and specialties studied with vouchers this year, as indicated, are:
- Nursing (1642 vouchers issued);
- preschool education (384);
- medicine (254);
- psychology (173);
- cook (778);
- driver (345);
- tractor driver (298);
- confectioner (172).
As indicated, most vouchers were received by residents of Dnipropetrovska oblast (710 vouchers), Lviv (602), Odesa (385), Kharkiv (357), Kyiv (349), and Vinnytsia (347).
Last year, 18,100 Ukrainians received vouchers for education, with a total of UAH 252 million financed under the program. In 2023, the largest number of vouchers was issued for the following professions and specialties: psychology, social work, education, medicine, construction and civil engineering, cook, driver.

In total, the voucher can be used for training in 124 professions and specialties in the fields of IT, construction, transportation, education, medicine, agriculture, social services, etc.
A person chooses a profession, an educational institution within Ukraine and a form of education (full-time, part-time or distance) independently. Training is provided by vocational (vocational-technical), professional higher and higher education institutions, enterprises, institutions and organizations licensed for such educational activities.
The voucher gives a person the right to receive free training in educational institutions or at an employer according to the list of professions and specialties approved by the Ministry of Economy. As of today, the voucher amount cannot exceed UAH 30,280. If the cost of training is more expensive, the employer or the person pays the difference on their own.
Certain categories of citizens can receive a voucher if they have a vocational or higher education, are not registered as unemployed with the employment service and have not received training at the expense of the Compulsory State Unemployment Insurance Fund in the last 3 years.
To receive a tuition voucher, you need to:
- choose a specialty, profession, and place of study;
- submit an application online on the website of the State Employment Service or contact any employment center with an application and documents (the main ones are passport, TIN, employment record book, educational documents, etc.
Within 90 days after receiving a voucher at the employment center, a person must sign a training agreement with an educational institution.
