The Verkhovna Rada plans to consider a draft resolution at one of its next meetings to cancel the parliament's decision to adopt in the second reading and as a whole the draft law on abolishing daylight saving time.
UNN reports this with reference to the agenda of the Verkhovna Rada meeting.
Thus, the Council plans to consider a draft resolution to cancel the decision of the Verkhovna Rada of Ukraine of July 16, 2024 on the adoption in the second reading and as a whole of the draft Law “Draft Law on Timekeeping in Ukraine” (reg. No. 4201 of 09.10.2020).
The explanatory note states that this decision was made with gross violations of the requirements of the Rules of Procedure of the Verkhovna Rada of Ukraine, Article 45, which provides for the procedure for voting on proposals and amendments at the plenary session of the Verkhovna Rada of Ukraine, and Article 117, paragraph 1, which provides that a draft law prepared for the second reading or repeated second reading, the opinion of the main committee and other supporting documents to it shall be provided to MPs no later than ten days before the day of consideration of this draft law at the plenary session.
The explanatory memorandum also states that during the discussion of this issue, MPs of Ukraine, members of the European Solidarity political party's parliamentary faction in the Verkhovna Rada of Ukraine of the IX convocation, repeatedly drew the attention of the chairman to the fact that the proposed procedure for considering amendments, contrary to Article 45 of the Rules of Procedure of the Verkhovna Rada of Ukraine, does not allow MPs of Ukraine to clearly understand what they are voting for.
However, contrary to the requirements of the Rules of Procedure of the Verkhovna Rada of Ukraine, the chairman put to vote the draft law “Draft Law on Timekeeping in Ukraine” (reg. No. 4201 of 09.10.2020), which violated the current rules of the Rules of Procedure of the Verkhovna Rada of Ukraine.

The Verkhovna Rada of Ukraine has adopted draft law No. 4201 on the abolition of daylight saving time in Ukraine from winter to summer. Thus, this year, Ukrainians will switch to winter time on the last Sunday (October 27) and there will be no more daylight saving time from 2025 onwards.
Some Ukrainians believe that the introduction of winter time in Ukraine will create difficulties in synchronizing time with European countries. MP Volodymyr Viatrovych said that the law passed by the Verkhovna Rada to abolish daylight saving time is an openly harmful and anti-European step.
First, this decision means that the sun will rise at almost three o'clock in the summer, and in October it will be dark even during the working day. Secondly, this will significantly increase energy consumption, which is already a disaster in our country and was invented to save energy
The Ministry of Energy does not predict an increase in electricity consumption next year due to the abolition of daylight saving time.
