According to the report, "Ukraine ranked eighth in terms of spending in 2023 after a 51% increase in spending to $64.8 billion." "Ukraine's military burden (military spending as a share of gross domestic product, or GDP) was 37% and reached 58% of total government spending," the analysts said.
"In 2023, Russia's military spending increased by 24%, reaching an estimated $109 billion, 57% more than in 2014, when Russia annexed Crimea. In 2023, Russia's military spending accounted for 16% of total government spending, and its military burden (military spending as a share of gross domestic product, GDP) was 5.9%," the report says.
