The occupiers have allowed stateless persons to enter military service under contract. The Russian government has approved the relevant bill. This was done because the Kremlin is looking for alternative ways to replenish the huge losses of personnel in the war against Ukraine. As of March, there were about 5,000 stateless persons in Russia. In exchange for signing a contract, they are promised citizenship under a simplified procedure. However, such persons will only be able to conclude contracts for the positions of private and sergeant personnel.
The CPD stressed that the Russian authorities are aware of the unpopularity of the idea of mass mobilization. The practice of "meat assaults" requires a significant number of rank and file, which is rapidly running out. Therefore, the Russian regime is looking for other ways to replenish the ranks of soldiers, including at the expense of stateless persons.

According to the General Staff of the Armed Forces of Ukraine, total enemy losses since the beginning of the full-scale war have already exceeded 925,000 people.
