Rada Adopts Draft Laws on Combating Domestic Violence in the First Reading: Interior Ministry Explains What Will Change

The Verkhovna Rada of Ukraine passed in the first reading two draft laws on combating domestic violence that introduce electronic monitoring of offenders and bring legislation in line with the Istanbul Convention.

The Parliament supported in the first reading two bills aimed at two draft laws aimed at combating domestic violence in the first reading. to combat domestic violence. The documents regulate the use of electronic means of that monitor the abuser's compliance with restraining orders  and prohibit to approach the victim. They will also bring the legislation on domestic violence in line with the Istanbul Convention. This was announced on Facebook by Deputy Interior Minister Bohdan Drapyaty, according to UNN.

These are the draft laws:

-        No. 5629On introducing amendments to certain legislative acts on the application of restrictive measures to combat domestic violence" and

-       . No. 8329"On introducing amendments to the Code of Ukraine on Administrative Offenses in connection with ratification of the Council of Europe Convention on preventing violence against women and and Combating Domestic Violence (Istanbul Convention)"

Details

The purpose  of the draft law No. 5629  is to regulate the application of restrictive measures to combat domestic violence in in terms of the use of electronic means of control that monitor the by the abuser of the requirements of restrictive orders and restrictive measures and relate to a ban on approaching the victim.

Draft law № 8329 introduces the provisions of the Code of Ukraine on Administrative Offenses and the Law of Ukraine "On Ensuring Equal Rights and Opportunities for Women and Men" in in line with the provisions of the Council of Europe Convention on preventing violence against women and domestic violence and combating this phenomenon and improving the procedural order of consideration of such cases.

Appendix

According to the of the National Police, there are currently 97.6 thousand people registered with law enforcement agencies 97.6 thousand people who have committed domestic violence, 64.1 thousand of them were registered this year.

In the first 10 months of this year months of this year, law enforcement agencies received over 196 thousand reports of incidents related to domestic violence, which is 24% more than in the previous year (in 2022 - 155.7 thousand). 

Further approval of the above-mentioned draft laws will significantly increase the bills will significantly increase the level of counteraction to this negative

He also said that proposals are being prepared for the to the wording of the draft laws for the second reading.

As UNN reportedthe Verkhovna Rada of Ukraine  on November 22 supported a bill that legislation on domestic violence in line with the Istanbul Convention, with 271 MPs voting in favor. The new measures are aimed at strengthening judicial proceedings and state influence on offenders.
