Parliament Supports Amendments to Legislation on Domestic Violence: Istanbul Convention Requires It

The Verkhovna Rada of Ukraine has supported a bill that brings domestic violence legislation in line with the Istanbul Convention, with 271 MPs voting in favor. The new measures are aimed at strengthening judicial proceedings and state influence on offenders.

Details

After the law "On Ratification of the Council of Europe Convention on Prevention of Council of Europe Convention on the Prevention of Violence", Ukraine has undertaken a number of commitments to harmonize its legal acts in the field of preventing and combating domestic violence.

The purpose of the draft law is to combat violence against women and and domestic violence and to improve the procedural procedure for considering such cases. Its adoption will bring certain provisions of national legislation in line with the provisions of the Convention and will ensure a more effective impact on offenders by the state, according to the explanatory note to the draft law.

The draft law, in accordance with the Istanbul Convention, provides for administrative punishment in the form of a fine, community service or administrative arrest for Failure to report domestic violence against a child by an official of an entity that carries out activities in the field of preventing and combating domestic violence.

This is punishable by a fine of 20 to 30 tax-free minimum incomes or correctional labor for up to 1 months with deduction of 20% of earnings.
