On the eve of the EU summit, Hungarian Prime Minister Viktor Orban discussed the enlargement process with the EU's top leadership, assuring them that there were no exceptions to merit-based accession.

Addendum

On December 13 , Orban said he was blocking the start of negotiations on Ukraine's accession to the European Union because it was not in his country's interests.

Prior to this, Ukrainian Foreign Minister Dmytro Kuleba stated that  Ukraine had received the first unofficial signal from Hungary, indicating a "window of opportunity" at the EU summit.
