He added that about 300 apartments were damaged in the attack. Several buildings were destroyed. The sports palace was also heavily damaged.
"Once again, I urge you to respond promptly to air raid alerts," Kiper urged.
He also commented on the situation with power supply: "As of 13:30, stabilization blackout schedules are being applied in Odesa and the region. Currently, 23 thousand subscribers are without power supply.
"Also, as a result of yesterday's bad weather (strong winds), 62 settlements (19 thousand subscribers) were temporarily disconnected from electricity supply.
Emergency crews are quickly restoring power supply.
Currently, there are 530 resilience centers in the region, with 282 more to be deployed if necessary," Kiper said.
