In the case regarding the legalization of 460 million UAH for elite construction near Kyiv, following the notice of suspicion to the former Head of the Office of the President of Ukraine, Andriy Yermak, there are new suspicions, NABU and SAP reported on Tuesday, UNN writes.
NABU and SAP have notified 6 more members of an organized group, exposed yesterday for the legalization of property obtained by criminal means on an especially large scale, of suspicion,
As reported by NABU, this concerns:
- a former Vice Prime Minister of Ukraine;
- a businessman (one of the leaders of a criminal organization exposed in November 2025 as part of the "Midas" special operation);
- other individuals.
Substance of the case
"SAP and NABU have exposed an organized group involved in the legalization of property obtained by criminal means on an especially large scale," SAP indicated.
As established during the pre-trial investigation, SAP reported, "in 2020, the Minister of Communities and Territories Development of Ukraine (position at the time the crime began) decided to build a private cottage community with its own spa complex in the village of Kozyn, Kyiv region." "As future neighbors and co-investors, he involved individuals who had significant influence on political and economic processes in the state: the Head of the Office of the President of Ukraine (position at the time the crime began) and an influential businessman," SAP noted.
According to SAP, the construction "was carried out through a housing construction cooperative controlled by the former Vice Prime Minister and was financed from 3 sources, namely: replenishment of the construction cooperative's share fund with funds received by straw founders from a group of companies showing signs of fictitiousness; cash received from a 'laundry' controlled by the businessman, which was engaged in laundering funds obtained from corruption crimes, in particular – as a result of the implementation of corruption schemes at JSC 'NNEGC 'Energoatom' (72% of the total financing volume); cash provided by the businessman, the origin of which has not been established."
"In total, during 2021-2025, the suspects laundered over 460 million UAH," SAP reported.

"During 2021-2025, the suspects laundered over 460 million UAH by erecting a cottage community in the village of Kozyn, Kyiv region. This refers to the construction on land plots with a total area of about 8 hectares of four private residences with auxiliary buildings and structures, as well as a separate common-use residence - a spa zone. Part of the funds spent on construction was received through a so-called 'laundry' controlled by the businessman - the future owner of one of the residences. This amounts to almost 9 million USD," NABU shared the details.
SAP noted that "among the suspects are: the former Head of the Office of the President of Ukraine; the former Vice Prime Minister of Ukraine (organizer); a businessman (one of the leaders of the criminal organization exposed in November 2025 as part of the 'Midas' special operation, co-organizer); 4 individuals controlled by the former Vice Prime Minister."
The actions of these individuals are qualified under Part 3 of Art. 209 of the Criminal Code of Ukraine.

NABU shared details of the suspicion against the former Head of the Office of the President, Andriy Yermak.
According to the investigation, in 2018, the person of interest nicknamed "Che Guevara," likely former Vice Prime Minister Oleksiy Chernyshov, became one of the founders of Buddevelopment LLC. In the summer of 2019, this LLC purchased over 4 hectares of land from the Kozyn Village Council, which became the basis for future construction.
In May 2020, the concept of the "Dynasty" private construction project was born on the lands owned by the company.
In July 2025, construction was temporarily halted due to the serving of suspicions to the persons of interest in the case.
On April 29, media outlets published a transcript called part of the "Mindich tapes." Among other things, they mention the estates of the "Dynasty" cooperative.
Last year, on November 10, NABU and SAP reported on an operation to expose a corruption scheme of influence on strategic state sector enterprises, in particular JSC "NNEGC "Energoatom." The operation was named "Midas."
