Law enforcement officers in Kyiv uncovered an organized scheme where, for money, fake disability status was arranged and decisions of medical commissions were obtained to evade service or receive payments. Among the figures are officials of the Military Medical Commission (VLK) and the Medical and Social Expert Commission (MSEC), and the cost of "services" reached 25–30 thousand dollars. According to the investigation, the suspects, for money, prepared documents about the fictitious inpatient treatment of "clients" and diagnosed them with non-existent serious diseases. Subsequently, the patients were sent to undergo a medical commission at a specific medical facility, where they received a disability of group 2 or 3.
Among the suspects involved in the scheme are the head of the MSEC of a capital hospital, two doctors, a former expert doctor of the Central Military Medical Commission of the Ministry of Defense of Ukraine, a former head of one of the district military commissariats in Kyiv (now – TCC and SP), a pensioner, and a tax service employee.
One of the suspects, namely the former expert doctor of the Central Military Medical Commission of the Ministry of Defense of Ukraine, is a defendant in a case concerning the extortion of $1,500 from a wounded ATO veteran for granting him disability. The case is being heard in court.
During searches, the suspects had medical documents, seals, forms, equipment, as well as $100,000 seized, including $85,000 found at the head of the MSEC.
Update
It is known that the criminal scheme has been operating since 2024. Currently, other episodes of illegal actions by the suspects and their accomplices are being established. It is noted that the sons of all suspects, who are liable for military service, also have disabilities.
