Detectives of the Bureau of Economic Security have served four officials of the Dnipro City Council with a notice of suspicion of embezzlement of more than UAH 10 million allocated to finance the Dnipro terrorism defense program for 2022-2026. This was reported by the BES, UNN reports.
According to the BES, the director of one of the city council's departments organized an organized group that included his subordinate heads of departments and the deputy head of one of the departments.
During the implementation of the approved program for territorial defense, they purchased military equipment and other inventory (night vision monoculars, thermal imagers, electrical appliances, textiles, furniture, generators, mechanized equipment, etc.) at deliberately inflated prices, the BES said.
The amount of the established budget losses is over UAH 10 million.
For example, one of the tenders for the purchase of night vision devices and thermal imagers worth UAH 20 million was announced without an appropriate market analysis. The only company that participated in the tender was chosen as the winner, with whom the relevant contract was concluded. After analyzing this tender, the detectives found that the supplier purchased night vision devices and thermal imagers from another company with a markup of more than UAH 5.3 million. That is, the price was overstated by about 25%.
Four officials of the Dnipro City Council were served a notice of suspicion of committing crimes under Part 4 of Art. 191, Part 2, Part 3, Part 5 of Art. 27, Part 5 of Art. 191 of the Criminal Code of Ukraine. The court imposed a bail of UAH 2 million on them, and house arrest at night on their accomplices.
The pre-trial investigation is ongoing.
