Zelensky signed a decree on the strategy of veterans' policy in Ukraine: what it means

The President of Ukraine has signed a decree on urgent measures to support war veterans and their families. The document provides for the improvement of the system of guarantees and reintegration of military personnel into civilian life.

On Thursday, August 22, President of Ukraine Volodymyr Zelenskyy signed a decree on urgent measures to support war veterans, their families, family members of fallen war veterans, and family members of fallen soldiers of the Armed Forces of Ukraine. This was reported by UNN with reference to the Presidential Office.

Details

The document aims to improve the system of legal and social guarantees for the protection of war veterans, members of their families, family members of deceased war veterans, family members of deceased defenders of Ukraine.

It is also expected to help ensure effective social and economic reintegration of servicemen during their transition from military service to civilian life, and support for their families.

According to the document, the Cabinet of Ministers of Ukraine should: 

1) to approve without delay:

  • a veterans' policy strategy for the period up to 2030 and an action plan for its implementation;
  • a strategy for the formation of a system of transition from military service to civilian life for the period up to 2032 and an action plan for its implementation;

2) take measures for the functioning of veterans' spaces, ensuring their territorial accessibility for the purpose of effective reintegration of war veterans into civilian life, organizing their comprehensive rehabilitation and adaptation, forming and strengthening their resilience, providing information, consulting and legal support to war veterans, their family members, family members of deceased (fallen) war veterans, family members of deceased (fallen) Defenders of Ukraine, providing, in particular, measures for:

  • improving the legal and regulatory framework for veterans' spaces, taking into account the best practices of existing veterans' spaces, including the functioning of self-help groups, and ensuring proper funding for their activities;
  • promoting the interaction of veterans' spaces with social, medical, educational and other service providers in order to disseminate effective practices of psychosocial support for war veterans, their family members, family members of deceased war veterans, family members of deceased Defenders of Ukraine, including resilience centers, mental health centers of health care facilities and other mental health service providers operating within the framework of the All-Ukrainian Mental Health Program “How are you? ”;
  • Implementation of training programs for employees of veterans' spaces, including, in particular, skills to support mental health, work with people with combat/traumatic experience, and create conditions for professional development of employees of veterans' spaces;
  • Implementation of effective mechanisms for the professional orientation of war veterans and ensuring that they undergo training (retraining) in accordance with the current requirements of professional competencies and professional standards;
  • labor market analysis to forecast the need for personnel by profession and specialty at the regional level;

The Cabinet of Ministers was also instructed to urgently consider the establishment of a consultative and analytical center “Single Veterans' Line” to provide information and advisory support to war veterans, their family members, family members of deceased war veterans, deceased defenders of Ukraine, as well as to monitor, analyze and comprehensively assess the needs of these persons.

In addition, by his Decree, the Head of State ordered the regional and Kyiv city state administrations, with the participation of local self-government bodies, to take measures aimed at comprehensive support for war veterans, members of their families, family members of deceased war veterans, family members of deceased defenders of Ukraine, ensuring effective social and economic reintegration of servicemen, including persons with disabilities, during their transition from military service to civilian life, supporting members of their families, and supporting th

  • establishment and effective functioning of veterans' spaces, resilience centers, mental health centers of health care institutions, ensuring that they provide quality services, accessible services and proper support to war veterans, members of their families, family members of deceased war veterans, family members of deceased defenders of Ukraine;
  • promoting the functioning of self-help groups (peer-to-peer groups) of war veterans, members of their families, family members of deceased war veterans, members of deceased defenders of Ukraine, including for the prevention/overcoming of the negative consequences of war on the basis of veteran spaces; [0
  • monitoring of regional labor markets and employment promotion, realization of opportunities for war veterans, including their creative potential, and active involvement in the life of the territorial community;
  • increase communication and interaction in the community with war veterans, their family members, family members of deceased war veterans, family members of deceased defenders of Ukraine, creating a barrier-free space, improving their well-being;
  • to show respect for the deeds and victories of war veterans, to honor the memory of fallen (deceased) war veterans, fallen (deceased) Defenders of Ukraine.

The government has adopted a resolution that launches the introduction of specialists to support war veterans and demobilized persons in the transition from military service to civilian life. The first specialists are expected to start working in the fall.
