Zelenskyy also noted that the number of Russian troops fighting on Ukrainian territory would allow them to effectively counter any terrorist threats. The president emphasized that if Russians are willing to suffer losses without opposition from their intelligence services, which direct their actions, this could serve as a benefit to Putin in his quest to strengthen his personal power.
