Ukraine has fulfilled the necessary criteria governing national minority issues required to start negotiations on EU accession. The introduction of any norms in Ukrainian legislation concerning the Russian national minority will not end Russia's war against Ukraine. Please note that there have been many changes to the legislation governing national minority issues, the status of the Russian national minority, not the Russian-speaking population. There were conclusions of the Venice Commission. The complex of all these decisions, assessments and measures taken allowed the European Commission to say that we have fulfilled all the necessary criteria for starting negotiations in this area.
