The government is updating the criteria for obtaining mobilization reservations for businesses and organizations and the criteria for obtaining criticality. Starting December 1, all reservations will be made through Diia, and the salary must be at least 2.5 minimum wages, Prime Minister Denys Shmyhal said on Telegram following a government meeting, UNN reports.

"The government is updating the booking criteria and the criteria for obtaining criticality," Shmyhal said.

He noted that "as promised, by November 15, an audit was conducted" of enterprises and organizations that have critical status and have the right to book employees. "The audit revealed a number of problematic issues that need to be addressed," he said, and listed what would change:

  • First of all, the regional and sectoral criteria for the criticality of enterprises will now be coordinated with the Ministry of Defense and the Ministry of Economy.
  • Secondly, for the private sector, the salary criterion and the absence of debts to the budget are now mandatory points for booking employees. In particular, the average salary of the company and the booked employee must be at least 2.5 minimum wages. This will reduce the risk of abuse when companies hire a person for the sake of a “shadow” booking arrangement.

"All bookings from December 1 will be made through Diia. Monthly monitoring of enterprises and organizations will take place to ensure that they meet all the criteria," Shmyhal emphasized.

According to him, the responsible ministries have been instructed to explain in detail all aspects and logic of the updated system. "We need to give comprehensive answers to all questions," he said.

"The new procedure will be effective from December 1. For all those who already have deferrals, there will be a transition period to the new conditions until February 28. By this date, all companies must resume booking their employees in accordance with the new conditions, regardless of how and when it was made," Shmyhal said.
