UNN has learned the monthly salary fund of the "Defense procurement agencies" headed by Arsen Zhumadilov for 2023.
It is noteworthy that the agency, which is actually still in the process of formation, issued an order a month ago, on November 6, 2023, to spend more than UAH 8 million on salaries for its employees.
The monthly salary fund of the agency, also called the "State Logistics Operator," is UAH 8 million 87 thousand. The number of full-time employees is 145. That is, the average salary is just over 55 thousand hryvnias. At the same time, the salary of the head of the agency, Arsen Zhumadilov, exceeds 193 thousand hryvnias, and two directors of procurement and supply management receive another 161 thousand hryvnias each.

On October 30, the Minister of Defense appointed Arsen Zhumadilov as the head of the Agency and signed a contract with him. The company is to take over all responsibilities and launch all logistics procurement processes for the Armed Forces.
The agency will make purchases from the budget for 2024 , which means actually for the second quarter of next year. By the end of 2023, the Defense Ministry will close procurement for the Armed Forces based on applications for urgent need.

After his appointment as the head of the State Logistics Operator, Zhumadilov announced changes in procurement, including food for the military. According to him, the State Logistics Operator will divide the 407 items in the catalog of food for the military into approximately 30-35 categories, each of which will have separate contracts and procedures.
"The price per unit of each product will be available to the public so that it understands exactly what price an egg, apple, potato, meat, etc. is purchased at," Zhumadilov assured.
In addition, the commodity and logistics components will be purchased separately. At the same time, according to media reports, the new procurement managers of the Ministry of Defense are convincedthat a significant part of the procurement data should be closed due to possible shelling of facilities. We are talking about the prices of bids from participants, information about the participants themselves, and the winners of the bidding process, i.e. suppliers. The new procurers have decided that the public should not know who will receive state contracts, as well as what prices were offered by other participants, except for the winners.
