If the Verkhovna Rada does not take into account the opinion of Brovary residents and changes the name of the city to Brovari, people will have the right to go to court to defend their position. This was stated by political scientist Ihor Reiterovych in a commentary to UNN.
The situation is very simple. If this is happening within the framework of the Law on Decommunization and the name of the city needs to be changed because it contradicts this law, then that's one thing. But as far as I understand, this is not the case with Brovary. Therefore, of course, first of all, the opinion of the local community must be taken into account, which has every right to rename place names: streets and, in fact, the name of its city. And the deputies (of the Verkhovna Rada - ed.) must take this into account. If they don't, it will lead to very serious problems, as the community will obviously not accept this name and will appeal, including to the courts, demanding that the public opinion be taken into account,

As for the appropriateness of any renaming of the war, the political scientist believes that the opinion of communities and the financial side of the issue must be taken into account.
"If this process requires additional financial costs, then perhaps these issues can be postponed for another time and not pay much attention to it now. But it all depends on how willing the community is to engage in these processes. This should be the key in this whole story.
In this particular case, it seems to me that this is not a situation that requires urgent action and changes. We can wait for other times, when it would not be so financially costly and would not cause resistance from the local community," the expert concluded.

At an extraordinary session, deputies of the Brovary City Council almost unanimously decided to support the initiative to preserve the name of the city of Brovary and to appeal to the Verkhovna Rada of Ukraine with a petition to preserve the name of the city of Brovary, taking into account scientific and historical research.
The appeal has already been sent to the Verkhovna Rada.
A resolution to rename Brovary to Brovari was previously registered by a group of MPs led by a representative of the Golos faction, Roman Lozynskyi.
Commenting on the city council's decision, Brovary Mayor Ihor Sapozhko noted that there are three conclusions of scientific institutions of the National Academy of Sciences of Ukraine that the name "Brovary" is historical and should be preserved.
He added that by voting at an extraordinary session, the deputies confirmed the position of the majority of Brovary residents who oppose changing the name of the city.
"Given that the initiative to rename the city has been repeatedly considered by the relevant committee of the Verkhovna Rada, and that we have repeatedly appealed with certain justifications, the deputies today decided to approve the relevant decision of the local government and appeal to the Verkhovna Rada to keep the historical name of Brovary.
In my opinion, taking into account independent polls, with today's vote, when 24 deputies supported the appeal to the Verkhovna Rada, we have clearly expressed the opinion of the residents that the city should be called Brovary," said Ihor Sapozhko in an exclusive commentary to UNN.

The Association of Ukrainian Cities statedthat decisions to change the names of settlements must necessarily be made with the opinion of the community in mind. The relevant committee of the Verkhovna Rada should contact the relevant local government body to obtain the community's position. And then take this position into account when preparing a decision on possible renaming.
