Artificially blocked the electronic queue at the ASC: a group of officials of Odesa City Council was served a notice of suspicion

Four officials of the Odesa City Council have been notified of suspicion for making 36,000 unauthorized changes to the ASC system. They face up to 6 years in prison for artificially blocking the electronic queue.

Law enforcement officers have served suspicion notices to four officials of the Odesa City Council who unauthorizedly made changes to the local ASC system to  reduce the number of free places in the electronic queue. UNN reports this with reference to the regional police.

The suspects reportedly include a deputy director of a city council department, heads of two departments, and a deputy head of a department.

According to law enforcement, during 2021-2023, officials made more than 36,000 unauthorized changes to the local ASC system. They artificially reduced the number of available places in the electronic queue. As a result, citizens were reportedly unable to use the services on the dates they needed.

Based on the evidence collected, the deputy director of one of the departments of Odesa City Council and three of her subordinates - heads of two departments and the deputy head of the department - were served a notice of suspicion under Part 3 of Art. 27, Part 3 of Art. 362 and Part 3 of Art. 362 (Unauthorized alteration of information processed in automated systems committed by a person who has the right to access it by prior conspiracy by a group of persons) of the Criminal Code of Ukraine.

Now officials can face up to six years in prison for their actions.

The police also conducted searches at the residences and offices of the defendants, where they seized cell phones, computers, official documents and draft records.

The full range of officials involved in the "scheme" is currently being identified.
