The document was introduced to the duma by governor roman starovoit. According to the Minister of Health of the Kursk region, katerina pisatnaya, it provides for a ban on "propaganda" of abortion and the child-free lifestyle, for example, "aggressive information" about it on social networks.

Violation of the law is punishable by fines of three to five tax-free minimum incomes for citizens, 10 to 20 thousand for officials, and 30 to 50 thousand for legal entities.
