Verkhovna Rada to consider draft law on simplification of business conditions during martial law

The draft law proposes to simplify the requirements for starting and conducting business during martial law in Ukraine in order to support the economy and entrepreneurs in wartime.

The Verkhovna Rada of Ukraine plans to consider in the second reading a draft law on simplifying the conditions for conducting economic activity during the period of martial law (state of emergency) in Ukraine. UNN reports  with a link to the agenda of the parliamentary session.

The Draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on Simplification of Conditions for the Introduction of Economic Activity during the Period of Martial Law (Emergency) in Ukraine" proposes to simplify the requirements for the introduction of economic activity during the period of martial law (emergency) in Ukraine.

It is noted that in connection with Russia's military aggression against Ukraine and the introduction of martial law, there is an urgent need to support the country's economy as a whole and create the necessary conditions to support Ukrainian business.

This draft law proposes to adopt decisions during the martial law period that will facilitate doing business in the current conditions of the country's functioning. One way to support entrepreneurs in this difficult time for the country is to introduce simplified conditions for obtaining permits, licenses and other services.

Therefore, this Law proposes to regulate the issue of access of business entities to the introduction of economic activities under a simplified (declarative) procedure for the duration of the martial law (state of emergency) in Ukraine.

The Draft Law is written taking into account the provisions of existing laws of Ukraine: "On the Legal Regime of Martial Law", "On the Legal Regime of the State of Emergency", "On Licensing of Economic Activities", "On the Permitting System in the Field of Economic Activity" and "On the Peculiarities of Providing Public (Electronic Public) Services", Decrees of the President of Ukraine No. 64 "On the Introduction of Martial Law in Ukraine" dated 24.02.2022 and No. 133 "On the Extension of Martial Law in Ukraine" dated 14.03.2022.

It is expected that after the adoption of this law, it will be easier to conduct business activities and start a business during the martial law (state of emergency) in Ukraine.

Citizens will also benefit from the adoption of this document. After all, if business in Ukraine is stable, people will have the necessary goods and services.
