The Verkhovna Rada has adopted in the second reading and in general the bill No. 10399, which proposes a new approach to financing higher education - in particular, the introduction of a system of grants for education, according to the deputy corps, UNN writes.

As the government has previously said, there will be two formats of grants: fully and partially covering tuition. The amount of the grant will be determined by the results of the EIT/ST.
What it gives:
- Quality of education - this will create competition between universities for students. Market competition will help improve the quality of education. Universities will do everything to attract talented students.
- Freedom of choice is an opportunity for students to independently form an individual educational trajectory and not limit their choice to the availability of state or regional order places.
- Accessibility - state-supported higher education will become available to more Ukrainians, and students will be able to receive grants from the state for education.
The reform provides for a reboot of preferential loans to be issued by banks.
"Students will have more freedom when choosing a university, because they will not be limited by the availability of budget cities. It is also about improving the quality of education through competition between universities for students. This draft law will become a game changer for higher education," said Deputy Prime Minister Mykhailo Fedorov.
According to him, "if the Rada promptly adopts this draft law, the new system will start operating in September 2024.
