A library of reference samples of finished tobacco products will be created in Ukraine. The idea was initiated and will be implemented with the support of the American Chamber of Commerce in Ukraine. According to Oleksandr Ruvin, the first meeting of the working group, which was held at the Kyiv Scientific Research Institute of Forensic Expertise, was attended by representatives of all law enforcement agencies of Ukraine, the State Tax Service of Ukraine, the State Customs Service of Ukraine, as well as representatives of the largest tobacco companies.
"Counterfeiting and illicit trade in tobacco products is a global problem that affects countries to varying degrees. The danger of the illegal market is that it deprives the economy of significant tax revenues, as a significant percentage of the price of cigarettes is taxes. Due to the illicit trade in tobacco products, our state loses billions of hryvnias annually. In addition, illegal products are often made of low-quality tobacco, contain foreign impurities and have a negative impact on consumer health, cause significant losses for legal businesses, etc.", said Ruvin.
The Director of the Kyiv Scientific Research Institute of Forensic Expertise added that the library of reference samples of finished tobacco products will include all samples of tobacco products sold in Ukraine. This will significantly increase the efficiency of examinations to detect counterfeits and strengthen expert capabilities in the fight against illegal cigarettes.
"Currently, Kyiv Scientific Research Institute of Forensic Expertise has all the capabilities to carry out a full cycle of tobacco products inspection. In order to obtain a scientifically comprehensive and objective conclusion, experts examine the following: the commodity status of the objects under study, compliance with DSTU, physical properties and technological aspects, labeling and packaging, composition and quality of raw materials, nicotine content, etc. We have to make every effort to improve the situation in this segment, as we are currently the focus of the world's attention. Another important factor is that KFI experts maintain close communication with foreign colleagues, exchange experience and use the most modern methods of expert research. The relevant work will continue," Oleksandr Ruvin summarized.
