As part of the "heroes of their own" program, each occupier can stay on the TOT of Ukraine after the end of the contract and get a position in the occupiers' occupation structures. In this way, the Kremlin plans to overcome the shortage of personnel, since most locals do not work with the enemy

In addition, it is reported that the occupants, having received positions, move to the TOT with their families and thus change the demographic composition of the occupied regions.

It should be noted that in order to obtain a position, one must still have a higher education, but in the absence of it, future "civil servants" are sent to courses at local fake universities, which will issue the necessary diplomas in a few months
