Currently, 54% of residential complexes under construction in Ukraine are facing litigation over land plots. However, these are not the only challenges when buying apartments in new buildings: some developers do not extend land leases on time, while others start construction without the appropriate permits.
In 214 of the 400 new buildings analyzed, there are litigations over land. In addition, in 22 residential complexes, developers did not extend the land lease, and in 9 complexes, the register of property rights does not contain data on the compliance of the land plot with the development.
The absence of any permits, land rights, or improper land use at the time of construction of a new building is a space for corruption when the building is put into operation, or even later, when people are already living in it. It is almost impossible to solve such problems legally after people have already invested their money. At the moment, we see the main risks in the land, so the first study focuses on these issues

According to the Ministry of Economy of Ukraine, in 2023, local communities earned UAH 1.6 billion from the sale and lease of municipal real estate and land through online auctions. Zolotonosha, Balta, and Kyiv were the most active.
